Every claim carries a provenance GRADE — that is what is mandatory, and it is not the same as every claim carrying a receipt. The grade answers one question, can I check this?, and there are three honest answers: a URL you can open, a document you have to go and look up, or nothing stated at all. Rows in the third state exist and are labelled `unreferenced` rather than dressed up as ones that name a source. A dead link degrades a claim from resolvable to cited; it never invalidates it.
